China’s Ministry of Ecology and Environment on June 25 released the 2024 Report on China’s Progress in Climate Change Adaptation, highlighting rising climate risks and outlining strengthened efforts to build national resilience. “2024 was the hottest year on record,” said Liu Yang, Deputy Director-General of the Department of Climate Change. “With global warming and El Niño acting in tandem, China experienced a series of record-breaking and severe extreme weather events, underscoring the urgent need to enhance adaptation capacity.”
The report notes that the global average temperature in 2024 rose about 1.55°C above pre-industrial levels, surpassing the 1.5°C threshold for the first time. China faced significant climate anomalies during the year, including extreme heatwaves, torrential rains, typhoons, cold snaps, and intense convective storms that caused widespread damage.
As of February 2025, 30 provinces, autonomous regions, municipalities, and the Xinjiang Production and Construction Corps have released provincial adaptation action plans, setting out key targets and priority measures through 2035.
Looking ahead, China will refine its adaptation framework based on the principles of proactive, science-based, systematic, and coordinated response. Key goals include improving climate risk monitoring and early warning systems, enhancing the resilience of natural ecosystems and social systems, and advancing adaptation efforts in vulnerable and strategically important regions.
The report also highlights plans to strengthen financial, technological, and policy support mechanisms; accelerate the development of a climate-resilient economy; and expand international cooperation. These efforts aim to contribute Chinese solutions to the global response to climate change.
